State and territory nomination (190 and 491)

Each state and territory has its own yearly allocation of nomination places for the 190 and 491 and assesses candidates against its own criteria, so requirements differ between the eight programs. This page covers what New South Wales, Queensland, Western Australia and South Australia publish; check the other four on their own sites.

Conditions

These are the conditions this site can compare with your answers or that matter most. The full list is on the official page.

  • A SkillSelect Expression of Interest first. Most states then invite you to apply for nomination, and the time to respond is short: 14 days in NSW and for offshore candidates in South Australia, 28 days to lodge in Western Australia. Queensland and South Australia (for candidates in Australia) also use a separate Registration of Interest
  • At least 65 points on the Home Affairs points test including the nomination points (5 for the 190, 15 for the 491), and at least Competent English
  • An occupation on the state’s own list that is also eligible for the visa (for example NSW has a skills list of 78 unit groups for the 190), with a suitable skills assessment
  • Often time in the state or recent skilled work first. Examples: NSW 190 candidates in Australia work in NSW in the nominated occupation at least 20 hours a week or have lived there continuously for six months; Queensland needs 9 months living and working in Queensland for the 190 (6 months in regional Queensland for the 491); South Australia’s Skilled Employment stream needs 12 months of living in SA and full-time work, and offshore candidates need three years of skilled work in the last five
  • Staying after the grant: Western Australia expects you to live and work in WA for two years, and Queensland until at least two years after a 190 grant or three years in regional Queensland after a 491 grant

Good to know

  • Places set by the Government for 2025-26 (190 / 491): ACT 800 / 800, NSW 2,100 / 1,500, NT 850 / 800, Qld 1,850 / 750, SA 1,350 / 900, Tas 1,200 / 650, Vic 2,700 / 700, WA 2,000 / 1,400. That is 12,850 places for the 190 and 7,500 for the 491 in total.
  • Places can run out during the year: NSW has closed 491 nominations for the current program year, and Queensland closed skilled registrations for 2025-26 because all places were filled. For 2026-27 Queensland said its allocation was still being finalised.
  • Nomination fees and decision times where published: Western Australia AUD 200 (non-refundable; 28 working days), South Australia AUD 394 for the 190 and 491 (2 to 8 weeks), NSW typically about six weeks. Queensland lists its 190 and 491 fees as still to be advised.
  • A nomination uses one of the state’s limited places. NSW will not nominate someone it has already nominated for any skilled visa, and in Western Australia a person nominated for any skilled subclass cannot be nominated again in the same program year.
  • Streams differ. NSW has three 491 pathways (six months with a regional NSW employer, an Investment NSW invitation, or recent regional NSW graduates). Western Australia has a General stream and a Graduate stream. South Australia has Skilled Employment, Outer Regional Skilled Employment and Graduates streams.
