Australian citizenship by conferral

The usual route for permanent residents aged 18 or over to become Australian citizens. You need 4 years of residence in Australia (including the last 12 months as a permanent resident), a pass in the citizenship test, good character and a pledge at a ceremony.

Conditions

These are the conditions this site can compare with your answers or that matter most. The full list is on the official page.

  • Be at least 18 and hold permanent resident status both on the day you apply and on the day the Minister decides
  • Live in Australia throughout the 4 years before you apply (time abroad totalling no more than 12 months counts as presence), including the last 12 months as a permanent resident with no more than 90 days abroad in that last year. You must not have been an unlawful non-citizen in the 4 years
  • Pass the citizenship test, which checks your English and your knowledge of Australia and of citizenship. It is conducted in English only; the standard test takes 45 minutes, and an Assisted Test (90 minutes) may be available. People aged 60 or over use a separate pathway that does not include the test criteria
  • Be of good character when the Minister decides, declare any spent convictions and give police certificates where required, and satisfy the Minister of your identity. Meeting the criteria does not guarantee approval, because the Minister keeps a discretion to refuse
  • Be likely to live, or keep living, in Australia, or to keep a close and continuing association with Australia, if citizenship is approved
  • Make the citizenship pledge at a ceremony, usually held within 6 months of approval; you must attend within 12 months or the approval may be cancelled. You become an Australian citizen on the day you make the pledge

Good to know

  • The general application fee is AUD 595 for applications made from 1 July 2026 (AUD 85 with a Pensioner Concession Card), and it already covers the test. A child under 16 on a parent’s form pays nothing. Someone who already sat the test on an earlier application, or applies on a basis other than the general criteria, pays AUD 365.
  • Different residence rules apply to some people, for example relevant defence service (at least 90 days in the Permanent Forces), certain work that needs regular travel abroad, and specified activities that need citizenship and benefit Australia. See Home Affairs.
  • Since 1 July 2023 New Zealand citizens on a Special Category visa (subclass 444) can apply for citizenship by conferral without first getting a permanent visa, if they meet the other requirements.
  • Citizenship cannot be approved while proceedings for an offence are pending, and not for 2 years after release from a prison sentence of 12 months or more (10 years for a serious repeat offender).
